For example, if an account transaction usually does not exceed $100 and suddenly there is an attempt to transact up to $1,000, then the system will detect and then request for additional information to be sure its the rightful owner trying to change operations of the account, and if you cannot produce a real ownership, the account will be suspended until you produce proof of ownership as requested.

Otherwise, a foreigner ( example: A USA, British Citizen) living and working outside of his country and that country is not included in the list of PayPal partners, can decides to open and run a paypal account from that country. He will have to sign up from that country's IP address, e.g Nigeria. So long as the information he or she supplies when registering a new paypal account is correct and that of the country where he comes from. Paypal will have no trouble with him or her... Verifying the paypal account is where Paypal will raise an eye brow, if the information is different or method used is not an acceptable method, or if he goes to supply information that pertains to that of a country that is not accepted by paypal, example is; using a visa or mastercard issued by a Nigerian bank to verify the account.
